Some people have suggested that it starts after the second house, which I would be on board with. But also, it starts lower for one home. Two homes is significantly more, but still low. as the number goes up, the percentage goes up until it becomes untenable to buy massive housing stock for rental or investment.

The UK has a sales tax like that on home purchases. The problem is that it prevents people from selling houses when their kids move out. It’s too expensive to sell the house and buy a new one, so you have a lot of older couples living in five bedroom houses that are empty.

There are major tax breaks in at least the US for your first home. Yet companies don’t already do this because it would be fraud. Too risky. If the expense of getting caught is high enough, then companies don’t tend to break the law.
Make it a felony. Send an executive or two to jail. See how that shifts the behavior.

Yes? OP is specifically looking for something other than NextCloud. OwnCloud has basically zero bloat and in my experience is easier to set up than NextCloud.

I use OwnCloud, which was forked into NextCloud ages ago. I originally intended it as a temporary measure, but it has turned out to be a very reliable, no-frills but adequately featured fileserver. For example, it has file versioning, and companion apps on major OSs that help with managing local and cloud stored files.
If you want a dead simple option, CopyParty is amazing. It’s a 1MB Python file that is basically a Swiss Army knife of file hosting. FTP, web interface, WebDAV, SMB, etc., etc. It wont have system integrations or file versioning, but it’s impressive what it can do.
Edit: worth mentioning CopyParty has an in-browser media player, which is perfectly adequate for previews.

The price is only high because of the artificial demand from all the data centers. Manufacturers are increasing production capacity to provide more supply. Once the bubble bursts, that demand will drop, but the production capacity will still be there. Supply and demand. Price will go down.
Consider somebody who escaped generational poverty through athletics, film, etc. One of the smartest ways for somebody without a wealthy support system to end the cycle of generational poverty is to own property. Now, say that the sports star or a film star wants to by a secondary house for a friend, a teacher, a family member who helped along the way to expand that cycle of breaking generational poverty. Or maybe they want to purchase their childhood home. Whatever the reason may be, they are now being penalized for helping others.
