Unlike most western governments that are being changed every few years - if they last that long - looking at you Holland. That means there is little to no continuity because the new government will have different plans, policies and priorities. For example look at America’s infrastructure compared to China’s. America’s infrastructure is shambolic. Biden tried with his infrastructure bill, but that was killed like the first week that orange monstrosity took office.

Honestly that’s something I strongly fault Obama for- he had a chance, he was elected on a mandate. But he refused to turn the screws his first term, didn’t really fight for things the way GOP does.
